Vocational Education Reform in Ukraine
Client: Swisscontact, an international development agency, partnered with local vocational education institutions to reform vocational education in Ukraine, aiming to adapt to the rapidly changing labor market, support vulnerable populations like the unemployed and internally displaced persons (IDPs), and bridge the gap between education and employment.
Challenge: The economic impact of war in Ukraine has increased unemployment, with over 10,000 unemployed individuals and IDPs in need of new skills. The existing vocational education system lacked alignment with current labor market demands, and educational institutions required support to adapt their training programs effectively. Swisscontact sought a strategic partner to conduct in-depth research and create a relevant, actionable roadmap to meet these challenges.
Solution: Soloviov Communications joined the project to provide expertise in research and strategic development:
1.Market Research and Stakeholder Interviews:
- Conducted interviews with 3 vocational education institutions in the Chernihiv region: Chernihiv Professional Lyceum of Railway Transport, Chernihiv Higher Vocational School, and Pryluky Lyceum.
- Engaged with the head of the Federation of Employers of Chernihiv region and surveyed 50 respondents to understand labor market demands, skill gaps, and potential employment opportunities.
2.Analysis and Strategic Development:
- Analyzed local labor market needs and gathered insights from businesses to understand the requirements for vocational training.
- Based on this analysis, developed a market entry strategy for new educational products, aimed at aligning the training offerings with the current and future needs of the region.
3.Concept Development for Educational Reform:
- Developed a concept for methodological recommendations, enabling vocational education institutions to conduct independent labor market analysis, thus enhancing their adaptability.
- Created communication channels and working groups to facilitate continuous dialogue between vocational institutions and employers.
Process: Soloviov Communications carried out thorough research to assess the vocational education landscape and its connection to labor market needs. The research phase involved:
- Interviews with key stakeholders, including educational institutions and employers.
- Surveys to identify gaps in skills and opportunities for curriculum adjustments.
- Collaboration with vocational schools to develop an implementation strategy for new, in-demand educational offerings.
Our team also led the creation of methodological recommendations, ensuring educational institutions had tools to maintain alignment with industry needs autonomously in the future.
Results: The project had significant outcomes for the Chernihiv region:
- Increased Alignment: Developed a practical roadmap and methodological guidelines for vocational schools to tailor their educational programs to market needs.
- Strategic Impact on Employment: Addressed the needs of over 10,000 unemployed and internally displaced individuals, facilitating their integration into the workforce.
- Enhanced Institutional Capacity: Established communication channels and working groups between educational institutions and local businesses, ensuring an ongoing alignment of skills taught with the needs of the job market.
